Have hired remote team member. How can I track his work activity?

So I recently have hired a remote worker. He usually takes much time than needed. How can I track his work activity so that I don't end up paying him much? I did look into the Harvest app and tried for sometime but not yet satisfied with their current features. I do set OKR's with him and for him though. Any suggestion y'all can give as to how to deal with this situation? More specifically What are the solutions or tools do you or your company use for tracking of hours ?
