Similar experience, different role levels - How can I bring it up to my manager?

Hello Elpha community,

I have been thinking about this for a couple of months now and it keeps bugging me. I need to bring it up to my manager but need help and advice on how to do it and if it's a good idea.

I spent a large part of my career in education and recently made a career change to tech. I spent one year in a role that I love and believe will be my new career focus (let's call it X). Earlier this year I got a job at an amazing company and was placed in the second-to-the-bottom level (X I). This is something that bothers me but I understand my education experience is pretty much not considered. That's not the issue, though. The issue is a couple of months ago a colleague was hired in my team. She has a very similar education experience as I do but does not have any tech experience (I had one year when I was hired). She was offered a higher role (X II).

I want to bring this up to my manager because I don't understand why this happened, but I don't want to damage relationships. I also don't want to think this is due to ethnicity, I am a latina and she is white. But could it be? I need help!
